At the beginning of 2020, Mu Dai and Zhu Aimin, the distinguished professors of the School of Management of Shenyang University of Technology, carried out investigation on management problems beef cattle farms in the rural areas of Liaoning province confronted. After more than half year’s case study at Xiaozhaimen Town, a high-quality beef cattle farm at Liaozhong District, Xu and Zhu summarized the problems the farm encountered with land management in a report and submitted to the application of the think-tank project to Liaoning Provincial CPPCC. The think-tank project was approved by Xia Deren, Chairman of Liaoning Provincial CPPCC, Jiang Youwei, mayor of Shenyang City, and Wang Guangsheng, vice mayor of Shenyang City. With their approval, a joint research team was formed by experts from Liaoning Provincial CPPCC, the Environmental Protection Department, the Department of Natural Resources, the Provincial Academy of Agricultural Sciences, and the Municipal Association. With regarded the problems reported, the joint research team conducted a survey in the beef cattle farm in Xiaozhaimen Town and relative evidence was collected.
