Measurement and Control Technology and Instrumentation
The Bachelor’s Degree Program in Measurement and Control Technology and Instrumentation, established in 1960, has the authority to confer bachelor’s degree. It has been recognized as a National First-class Undergraduate Program, a National First-class Specialty Program, one of the first distinctive programs in Liaoning Province, and a first-class undergraduate education demonstration program in Liaoning Province. It represents one of the 34 institutions eligible to apply for the China Instrumentation Scholarship. It passed the national engineering education specialty accreditation consecutively in 2017 and 2019. Its position in long-distance oil and gas pipeline detection technology is at the forefront both in China and globally, with notable strengths in visual inspection system integration, instrument development, and image recognition. There are 28 faculty members working in this program, including 26 master's supervisors, 9 professors, 11 associate professors, and 10 doctoral supervisors. In 2024, the faculty team produced the university’s first “Changjiang Scholar” distinguished professor, as recognized by the Ministry of Education.
The program aims to cultivate innovative, application-oriented engineering talents in the field of detection, control, and instrumentation. Students will build a solid foundation in the basic knowledge and theories of detection and control, with a focus on information acquisition, transmission, processing, and application. They will develop the ability to integrate detection and control technologies and to design and apply instrumentation systems. Additionally, they will have an innovative mindset, teamwork skills, and be capable of engaging in scientific research, design and manufacturing, application development, quality control, and production management in the detection, control, and instrumentation fields. Electronic Science and Technology
The Bachelor’s Degree Program in Electronic Science and Technology, established in 1960, has the authority to confer bachelor’s degree. It is a Provincial First-class Undergraduate Demonstration Program in Liaoning. The faculty consists of 15 full-time teachers, all holding doctoral degrees. Six faculty members have been awarded provincial-level talent titles, along with 1 provincial-level teaching team and 2 provincial-level innovation teams. 86% of the teachers hold senior professional titles, and 77% are in the early to middle stages of their careers. The program is backed by the Liaoning Provincial Key Laboratory of Integrated Circuits and the Liaoning Provincial Microelectronics Process Production Line. Students have delivered exceptional performances in the National College Student Integrated Circuit Innovation and Entrepreneurship Competition, securing the top spot in Northeast China and placing within the national top ten.
The program aims to develop students with a strong theoretical foundation, experimental skills, and expertise in electronic science and technology, particularly in microelectronics, microelectronic devices, and integrated circuits. Graduates will be prepared to work in the fields of microelectronics and optoelectronics, taking on various roles in the research, design, development, and manufacturing of electronic components, microelectromechanical systems, integrated circuits, and integrated circuit systems, as well as driving innovation in related new products, technologies, and processes. The program also focuses on nurturing innovative, application-driven professionals with a global outlook, an environmental and energy-conscious mindset, a spirit of innovation, strong teamwork skills, social responsibility, and a high level of professionalism. The key courses include Semiconductor Physics, Principles of Microelectronic Devices, Semiconductor Sensitive Components, Nanomaterials and Devices, Power Semiconductor Devices, Fundamentals of Integrated Circuit Design, Mixed-Signal Integrated Circuits, Integrated Circuit Simulation Technology, Integrated Circuit Layout Design, Verilog Digital System Design, Fundamentals of System-on-Chip Design, Microelectromechanical Systems, and Fundamentals of Microelectronic Technology. Computer Science and Technology
The Bachelor’s Degree Program in Computer Science and Technology, established in 1978, has the authority to confer bachelor’s degree. In 2013, it was included in the Ministry of Education’s “Outstanding Engineer Education and Training Program” and began enrolling international students. In 2015, it was selected as one of the first 15 “Internationalized Pilot Undergraduate Program Systems in Liaoning Province.” In 2017, it was recognized as a “Liaoning Provincial Demonstration Program for the Application-Oriented Transformation of General Undergraduate Colleges.” In 2018, it was approved as a “Liaoning Provincial Experimental Teaching Demonstration Center.” In 2020, it was designated as a “Liaoning Provincial First-Class Undergraduate Education Demonstration Program.” In 2021, the program, together with the university’s Communication Engineering program, was approved as a “Ministry of Education Cooperative Program” (in collaboration with the University of Derby in the UK). In 2022, it was recognized as a “National First-Class Undergraduate Program.”
The full-time faculty consists of 6 doctoral supervisors, 10 professors, and 11 associate professors. The faculty team includes 1 national-level talent, 10 provincial-level talents, and 5 members with experience studying or visiting abroad. Additionally, all faculty members have practical work or collaboration experience in the industry. In the past five years, undergraduate students have won over 120 awards in various academic competitions, including 9 national first prizes. The key courses include Object-Oriented Programming (C++), Discrete Mathematics, Digital Logic, Data Structures, Computer Organization Principles, Operating Systems, Computer Networks, Compiler Technology, Database System Principles, Software Engineering, and Computer Graphics. Electronic Information Engineering
The Bachelor’s Degree Program in Electronic Information Engineering, established in 1986, has the authority to confer the bachelor’s degree. It is recognized as one of the first National First-class Undergraduate Programs, a Provincial First-class Undergraduate Demonstration Program in Liaoning, a Distinctive Undergraduate Program in Liaoning Province, a key development program in Liaoning Province, and a pilot program for innovation and entrepreneurship in Liaoning Province. In the 2013 evaluation of 23 electronic information engineering programs in Liaoning Province, it ranked fifth. The full-time faculty consists of 22 members, including 5 professors, 5 associate professors, and 17 with doctoral degrees. Among them, there are 2 provincial teaching masters and 1 provincial-level teaching team. Over the past five years, the faculty has received 1 special prize, 5 first prizes, and 1 second prize for Liaoning Provincial Teaching Reform Award. The program includes 1 provincial-level experimental teaching demonstration center, 1 computer demonstration teaching center, 5 laboratories, 3 research rooms, and 1 student innovation laboratory, along with 1 provincial-level virtual teaching and research center for courses in Liaoning Province. The faculty has produced 3 provincial excellent textbooks, 4 national first-class courses, 8 provincial first-class courses, and 4 new textbooks.

The Bachelor’s Degree Program in Communication Engineering, established in 1996, has the authority to confer the bachelor’s degree. It is a first-class undergraduate education demonstration program in Liaoning Province. The full-time faculty consists of 17 members, including 3 professors and 5 associate professors. Among them, 4 are doctoral supervisors and 12 are master's supervisors. Six faculty members have international experience, and over 90% of the teaching staff have a background in the communications industry. The program is supported by two platforms: the Liaoning Provincial Key Laboratory of Machine Vision and Liaoning Provincial Key Laboratory of Embedded Technology Application. It has also established student internship and practical training bases in collaboration with a number of renowned high-tech enterprises. This program prioritizes developing international talent and was approved for a China-foreign cooperative education project in 2021. In recent years, it has received 2 third prizes for Liaoning Provincial Science and Technology Progress Award, 1 first prize for Shenyang Municipal Science and Technology Progress Award, 1 second prize and 2 third prizes for Liaoning Provincial Teaching Reform Award, 3 national first-class courses, and 4 provincial first-class courses. Additionally, it has been approved for 5 provincial teaching reform projects.
This program is driven by the development of new engineering disciplines, integrating innovation and entrepreneurship education with talent development models, and effectively catering to the needs of the communications and smart manufacturing sectors. Each student is assigned a one-on-one mentor to create a personalized development plan. The plan moves forward step by step, starting with lab experiments and course projects, then building up to graduation projects. It gradually gets more advanced, covering everything from basic applications and solution designs to developing small systems, all leading to solving complex engineering problems. The courses are dynamically updated to align with industry needs, with timely additions of subjects such as mobile internet technology, 5G, the Internet of Things, big data, artificial intelligence, and databases. Graduates are qualified for positions in communication equipment suppliers, communication research institutes, major telecom operators, government agencies, enterprises, and public institutions engaging in the building and operation maintenance of private networks. Over the past three years, more than 20% of graduates have pursued further studies.
Communication Engineering (China-foreign Cooperative Education)
I. About the Program
The Bachelor’s Degree Program in Communication Engineering (China-foreign Cooperative Education) is approved by the Ministry of Education in 2021, jointly offered by Shenyang University of Technology and the University of Derby. This is a four-year, full-time undergraduate program that mainly follows the "4+0" learning model. Students will complete their studies at Shenyang University of Technology, with the option to apply for the fourth year of study at the University of Derby. The two universities collaboratively establish the talent development standards, design the development plan and curriculum system, and faculty from both universities will co-teach the courses. Students are not permitted to transfer to other majors during their studies, except as stipulated by national policies. The curriculum of this program spans several fields, including modern switching technology, mobile communications, optical fiber communications, Internet of Things (IoT) technology, big data technology, IT product design, and image processing.
II. Features and Highlights of the Program
1. Dual degrees from two universities. Upon fulfilling all course requirements and meeting graduation and degree criteria, students will receive an undergraduate diploma and Bachelor of Engineering degree from Shenyang University of Technology as well as a Bachelor of Science in Information Technology degree from the University of Derby.
2. International curriculum system. This program “faithfully” introduces the Information Technology curriculum from the University of Derby, with one-third of the courses directly sourced from the UK. All courses use original textbooks, British teaching methods, and are delivered entirely in English.
3. Integration of unique strengths. Building on Shenyang University of Technology's established expertise in Communication Engineering and addressing the growing demand for talent in the communication sector in the era of big data, this program combines relevant courses from the university's Communication Engineering and Computer Science and Technology programs with those from the University of Derby's Information Technology program. This integration results in a unique international Communication Engineering program that develops both technical and soft skills.

The university is located in Derby, a city in the East Midlands of England, renowned as the birthplace of the Industrial Revolution and a hub for creative industries and advanced engineering. Derby is home to global manufacturing giants such as Rolls-Royce, JCB, Bombardier, and Toyota’s European R&D center. Students in this joint program have the chance to acquire practical experience with these industry leaders.
The UK-sourced component of the program is the University of Derby's Information Technology program, one of the university's flagship offerings through the College of Engineering and Technology. Graduates of the program boast an impressive 96% employment rate, placing it among the top five in the UK. The college collaborates with Rolls-Royce on doctoral projects in three areas: fully automated horizontal scanning, intelligent data analysis, and energy-efficient high-performance computing. It also works with CERN (European Organization for Nuclear Research) on the Large Hadron Collider experiment named "ALICE." Additionally, the college boasts a state-of-the-art Big Data Laboratory (BDL), specializing in big data analysis and cloud computing, with a focus on advancing emerging research fields.

The Communication Engineering program at Shenyang University of Technology was established in 1995, evolving from the Radio Technology program that was founded in 1960. With its rich history and strong foundation, it has become one of the leading undergraduate programs in Liaoning Province. Building upon this program, the university was authorized to confer master's degrees in the second-level discipline of Signal and Information Processing in 2006. In 2016, it was authorized to confer master's degrees in Electronic and Communication Engineering, and in 2017, it was authorized to confer master's degrees in the first-level discipline of Information and Communication Engineering.
The program is supported by two platforms: the Liaoning Provincial Key Laboratory of Machine Vision and Liaoning Provincial Key Laboratory of Embedded Technology Application. It has also established student internship and practical training bases in collaboration with a number of renowned enterprises. This program focuses equally on teaching and research. The Chinese faculty consists of 31 members, including 7 professors, 10 associate professors, 5 doctoral supervisors, and 21 master’s supervisors. Additionally, 8 of them have overseas study and exchange experience.
Over 90% of the faculty have backgrounds in the communications industry, enabling them to effectively integrate theory with practice and teach courses in a way that is easy to grasp. Furthermore, a significant number of corporate mentors are invited to teach in the program, which further enhances students' practical capabilities. This "dual-qualified" faculty, which balances both theoretical knowledge and practical experience, has greatly improved the quality of teaching.
